More magical thinking from the Republicans: Majority Leader Tom DeLay declared an "ongoing victory" in trimming the federal buget, saying that "[a]fter 11 years of Republican majority we've pared it down pretty good." We admire the locution of "ongoing victory" -- it opens up a whole new order of excuses, including "we're not late, we're experiencing an ongoing arrival" and "I don't owe you money, you're recieving ongoing payment." "Ongoing victory" is also very similar to what Bush meant to declare Iraq, including how it is also a flat-out lie.
