Remember those mess halls that Halliburton subsidiary Kellogg Brown & Root set up for the troops back in 2003? You know, the ones with "blood all over the floor," "dirty pans," "dirty grills," "dirty salad bars" and "rotting meats ... and vegetables?" Well, the U.S. Army is finally picking up the $1.8 billion tab. Rather rudely, however, it won't be leaving a tip.
