It already is in many places, and has been for decades. Buses are a bit harder and might actually require tech from this millenium, but light and heavy rail has no excuse to still have combustion engines. Still, if power generation isn't green yet, it isn't urgent except to send a signal.
Growing up in San Francisco, the streetcars, cable cars and about half the busses were electric, but not battery. We know how, just need the will. We'll get there, probably not in my lifetime though.
You're above the 48th Parallel, aren't you? I'll be interested to see how well it works for you. I've got a small array, 4Kwh, that has more than met my needs but I haven't switched over to electric heat yet. It might not be sufficient for that.
