To be more clear, before the one that really counted (that Trump pardoned him of), the vast majority of the lawsuits filed against Arpaio were civil suits, in which he was accused of violating someone's civil rights. Most of these didn't make it to civil court, much less result in guilty verdicts, but damned near all of them resulted in investigations, which cost the taxpayers much money. Personally, I think the system was rigged in his favor, he'd be living in a cardboard box otherwise, and I submit Aunt Lydia as evidence.
