I'm currently reading The Color of Law by Richard Rothstein - a fascinating history of de jure segregation in America, He argues that racist governmental policies are not de facto. While it's hard to take, it's well-written and well-documented. I've made a living in real estate for the past 30+ years, yet there's a great deal here that is new to me. His analysis goes a long way toward explaining, for example, Ferguson, Missouri. I recommend it (and use the Wonkette Amazon link if you buy it from the megastore).
