Abu Ghraib: Who's in Charge?

In a Bloomberg story on the senate testimony of Army Lieutenant General Ricardo S. Sanchez, commander of U.S. forces in Iraq, we learn that Sanchez disputed the assertion that military intelligence "ran" the prison. Rather, the military intelligence brigade commander he appointed to a leadership position was merely in charge of "logistics, training, [and] discipline."
That sounds a lot like running a prison, doesn't it? But maybe it's more complicated that that. The person who actually ran Abu Ghraib probably had really important things to do. Ordering up more glowsticks, maybe.
