Dunno about that. Historically, it's been states that trotted out ideas (I'll pick a non-incendiary one, deposit insurance) that later became general. There is no way that ever got through Congress without the states' experience. (Even if a lot of that experience was bad; Nebraska's scheme went bust in the '20s.)

Nice idea, but she turns 66 in July. We need someone to hold that seat for a generation.
