I have a conundrum, if y'all will indulge me yakking about my new home once more: my neighbor who I recently met appears to be breeding dogs in his backyard. He keeps them, even the female mastiff (who I think is the breeding female), in cages that are just big enough to fit them (meaning tiny) and rarely lets them out from what I've seen. The dogs seem desperate for attention, and I'm concerned for their welfare. They also bark late into the night which I has woken me up several times.
My neighbor is Black so there's no way I'm calling the police. My landlord has called Animal Control about his dogs recently but nothing seemed to happen (surprising). I'm prepared to send a report in to them again, however I think part of his livelihood is selling puppies from the mastiff (he was in the back yard with a huge litter the week I moved in, how I met him) so I'm torn. If he had kennels and was doing things more humanely I wouldn't care at all; but again, I really think the dogs are being mistreated.
Any suggestions or ideas, aside from Animal Control?
Good luck! Thank you on the dogs' behalf. I would also feel bad if that's his livelihood but dogs can't speak for themselves and there is no acceptable situation where animal abuse should be tolerated. You're a good person to be concerned.
A federal judge on Tuesday dismissed most of the claims in a lawsuit filed by a Black high school student who alleged that school officials committed racial and gender discrimination when they punished him for refusing to change his hairstyle.
The ruling in the case of Darryl George was another victory for the Barbers Hill school district near Houston, which has said its policy restricting hair length for male students instills discipline while teaching grooming and respect for authority.
But in his order, US district judge Jeffrey Brown questioned whether the school district’s rule causes more harm than good.
“Not everything that is undesirable, annoying, or even harmful amounts to a violation of the law, much less a constitutional problem,” Brown wrote.
I met a long-term friend last night for dinner to say goodbye. This is relevant because she is moving away from Texas because of all of this bullshit. I cannot blame her.

Don't call the police. They're likely to shoot both your neighbor and the dogs.
Is there a rescue group nearby you could ask for advice?
I found a group called "Crisis Dogs" locally and messaged them. Fingers crossed
I don't like calling the police for anything except issues on the highway (stuff in the road, etc.)
I looked at the ASPCA and Humane Society websites and they both say call Animal Control or (no way) 911.
