Because the military is ridiculously popular with middle America, between Military bases and employment opportunities, they have been brainwashed into thinking we need a huge defense budget. It would be political suicide.
I propose linking the maximum pay to the minimum pay within any organisation. A factor of 10 is plenty of difference between the lowest and highest paid employee. If the CEO wants more money he can simply raise the wages of the lowest paid employee.
