How is an Amendment to the Constitution... unconstitutional? Who's got the guts to square that circle?

There has been a debt ceiling since 1917 when Congress passed the Second Liberty Bond Act.

They will clutch their pearls over separation of powers and say that only Congress has the power to remove it.
