According to my lawyer (who is some random commenter at Wonkette when I asked this question here) there is no penalty for leaving a question blank, and they can only followup a limited number of times to try to ask.
But in the end, I fear, we will take the high road, sure they've learned their lessons. In the interest of being wishy washy, we will forgive all and move forward, because that will be best for the country.
