At least in my part of the country I think the problem is not the pay and training, but the fact that they apparently deliberately hire people who not too smart and latent bullies.
It's events like this and people the likes of the Mayor, Chief of Police and the Officers involved. That makes you think that your not nearly as safe as you believe yourself to be.
