Each generation of cop since the unrest in the '60's has been meaner than the last. A lot of the cops at the Shakespeare district in Chicago consisted of cops that were also street gang members. So they're double gangbangers. They busted those guys back in the '90's, but there's probably a whole new crew of them since then.
Nothing new in Australia either, sadly. Back in the 1970s in the great state of NSW, the state premier (sort of like governor) was widely considered to be so crooked the best use for him would be extracting corks from bottles, and two chief police commissioners in succession were the same way. It went from the top down. Cops like Detective Sergeants Fred Krahe and Roger Rogerson are legends of evil to this day. The toughest, hardest criminals in the state were afraid of Krahe, unless they were his allies, which quite a few were. He'd stand in the witness box and perjure you into a life sentence, knowing you were innocent, with steady eyes and a steady voice.In fairness, the few decent cops were frightened of Krahe too.
We got these things in America called Drug Task Forces, completely autonomous & with no oversight whatsoever. They're ran by big regional cabals of cops, like a good ol' boys club that's dedicated to dirty deeds done in the dark. They've resisted most efforts to make them provide receipts or a paper trail of any sort. Even though they were both pretty much your standard RWNJs, my dad and my brother were pissed off at both asset forfeiture and police militarization.
The only part of the Constitution they understand is the 2A.
And even then their understanding is stunted by the NRA.
