Considering that the shooter's real victim was not a political target, I think it is a little off-base to call the shooter's action a political action. And the convenient thing, for the people who may have RECRUITED this shooter to do what he did, is that he is now dead and we will never know what his true intentions were or whether somebody recruited him to do what he did.
I think the least controversial thing to claim is that this young man had emotional problems and that he managed to get himself killed by police in the surest possible way: He attacked a very well-defended target.
