We have the same on I-44 in Missouri, stopping and searching northbound cars and trucks carrying drugs or undocumented immigrants from Mexico to Chicago. Every once in a while they find what they are looking for, but mostly they find people who are driving without a license and/or vehicle insurance. I wish they would find more of those, because I read that 20% of Missourians don't have car insurance, even though the law requires it. Unfortunately, there is no state enforcement policy.
