Congress sucks, and not in the happy way. A few years ago, Congress got rid of earmarks because of corruption. In Jurassic Park, we learned that nature will find a way. In the same vein, our GOP overlords in Congress are teaching us that corruption will find a way. Congress just passed a $1.1 trillion spending bill, packed full of cronyism, pet projects, and even language designed to screw people over. And by "people" we mean "lady-people in DC." Let’s take a meandering wonksplaining tour through the history of appropriations, ending with the foul sausage the Congress has vomited forth to us,
Maryland Retrocession has historically been pushed more by Republicans than Democrats. Ceding the District back to Maryland would require repeal of the 23rd Amendment. Voting rights for DC residents in Maryland (no retrocession) was the subject of HR 3709 (2004) which never made it out of committee. During the first ten years of its existence, District residents did vote in Maryland. There was no city of Washington at the time. (It was still under construction.)

If Congress were to hold a vote on getting rid of "self-policing/the honor system" the final vote tally would be something like 1500 "nays" and 20 "yeas" even though there are only 535 members of the House and Senate.
Off topic, but amazing. A recent poll shows that 30% of republican likely voters think we should bomb Agrabah. (Agrabah is the fictional country where Aladdin and Princess Jasmine fell in love.) I wonder how we are going to pay for this next war?

HR 3709 is the best framework; they should just push that hard.
