As far as I know, Devin Nunes hasn't read the Mueller Report yet, and he therefore has no legal grounds whatsoever for making criminal referrals about anyone or calling for the resignation of anyone at this point. On the other hand, there is plenty of evidence for demanding that Nunes resign.
