I am so goddamned sick of corrupt, brutal police departments being treated with kid gloves. "Defund the police" may be toxic as a political slogan, but it's what I think should literally be done. They make plenty of money with lavish benefits and, often, all the overtime they want. They have way too many militarized toys. Enough with schools and libraries perpetually being underfunded while our dear boys in blue want for nothing, no matter how they behave. It's fucked.

"Defund" was mostly a phrase used immediately following the George Floyd "murder" and protests because the POLICE weren't investigating it, or not as fast as others hoped.

In general that is true. However, it does require showing up and knowing how to file paperwork. It requires dealing with annoying fellow students and professors, and handling speech conflict with your words. Despite vast temptation you can not hit your project partners.

When cops figure out a consent decree is just a piece of paper and the terms are not enforced they have no incentive to abide by the terms. The cops approach it like Trump does a contract or treaty. Just ignore it because no one will do anything if you break it.
The Police Unions should be forced to pay for the officers who are sued. They should be required to have insurance so the citizens are insulated from cop wrongdoing.

MPD should be referred to as the POFM, the Police Officers Federation of Minneapolis, because that's who runs the operation. It isn't really a city department; it's run by and for the cop gang. Elected politicians have shown, in the 37 years I've lived here, that they can't do anything the Police union President doesn't want done.
Minneapolis has had corrupt police since the town's inception. It got completely out of control after the riots when the Rev. Dr. Martin Luther King was murdered. Rioters burned down the Black business district along Plymouth Ave. in North Mpls., and terrified white voters elected Charlie Stenvig, President of the police union, as mayor; and his staunchest supporters to dominate the City Council. They rewrote the rules to make the union President the most powerful person in the city.
I'm not getting my hopes up. But at least with the local weaklings, chief among them Mayor Milktoast Jacob Frey, sidelined by the DOJ, there's a chance things might get better. Frey is worthless, and should he make the mistake of knocking on my door, I'd pelt him with garbage if I had no rotten vegetables close at hand.

All cops should be forced to carry personal professional liability insurance. The Department could reimburse them, I suppose.
Every other professional has to carry liability. I carry $2 million, and my work involves sitting on a chair, mostly.
