I know. I was referring to the lack of adequate forces to the scale of the job. Korea has infrastructure, a well developed military, as well as a civilian police force. Afghanistan has none of these (at an adequate level for the job) and might not for a decade or more. So they will be military command as well as law enforcement. 12 000 soldiers does not seem a reasonable number for the sheer job they has been tasked.

That's why he holds the rail getting out of an airplane. Also, the G20 planners were supposedly told he needs to avoid steps.
