Fine distinctions get in the way of killing GUYS. Let's be clear here. That's what it's all about. Leave no witnesses (who might very well reveal that no drugs were on these boats). And definitely leave no evidence (that no drugs were on these boats). Witnesses and evidence are NO FAIR.
This really does sound like straight-up mass murder, not proper government policy. These fascist assholes had no reason to "shoot first and not bother asking questions later." They could have just detained the crew and checked the boats, but instead they blew them up, apparently without first verifying what was going on. This sort of cruel and murderous dehumanization is what fascism is all about.

The department also cut several smaller programs for colleges serving certain percentages of Asian American, Black or Native American students. The cuts drew swift blowback from Democrats, who said those programs have long had bipartisan support and fueled social mobility for working-class Americans."
After 24 years in the USAF, I just can’t imagine the rationalizing those drone pilots have to do to let them sleep at night. I mean, if nothing else they have to be aware that an eventual (please Dawg) change of government might see them tried for war crimes. While I’m sure there are 1U0X1s (drone pilots) who would be all-in on this shit, you don’t necessarily get to pick who is behind the stick when you call for a strike. Some random Lt on duty at Hurlburt or Grand Forks or Holloman gets tasked with the mission, and eventually I hope one of them will say “Fuck no, I ain’t shooting those unarmed civilians.” My guess is that Lt will be quietly pulled off the mission, and somebody else will take the shot.
USSOUTHCOM (Southern Command) likely coordinates and provides direction; as a joint command they have authority over all tasked service assets in their area of responsibility. Navy provides initial spotting of the target, then USAF drones called in to track and kill. Or the whole thing may be run by SOCOM (Special Ops Command), which is another joint command but with their own assigned assets from all the services.
Don’t be worried if it’s confusing; decades in the USAF, and I still only generally understand the command relationships.

After the twenty plus years of the war on terror I'm surprise anyone remembers there used to be a line between criminals and combatants.
