In cities like NYC, logic says that kids who have nowhere to go, could turn to joining a gang. It’s how gangs recruit children to do their dirty work like selling drugs. When they have supervision like these programs offer, what else could they do? Most people can not afford to send their kids to summer camp in these days with the decimation of the middle class. When I was a kid of the middle class living in the Bronx the middle class had that option. Since my mother worked they shipped us off to camp every summer till the summer I graduated from HS. I loved it!! I learned things that most city kids will never learn. And like you stated, they will find a way to make sure MAGA heavy states will receive these funds. The republicans are now solely owned by the Mad King Donny. I guess he would prefer that kids in Democratic states were all shipped off to Alligator Alcatraz to be blown away by the next hurricane.
I think this is horrible on its face. That said, I’m coming around to settle for that’s just what all those bubbas and their sweet spouses voted to get. They should stew in it.
This is important in sadopopulism, to destroy the "lazy takers." So it has a greater purpose..the cruelty helps make more people desperate and suffering.
FYI - The CDC is also not distributing money that states and local governments should have. Here's a news article on this, but I also heard directly that some health departments are furloughing or firing people.

A President's top priority is to see that the laws are faithfully executed. Someone who has other priorities is not a President.
