I don't think there's a legal obligation regarding the usage of subject vs. target. It's a semantic issue, basically. The "target" in this investigation is getting to the root of the possible foreign interference in US elections. A "subject" is kind of like cream that happens to float to the top. In this investigation, there are multiple subjects, of which Mueller is now confirming that Trump is one.
I think we can absolutely be certain that Mueller knows exactly what he is doing. Picture how many flight records, international bank records, transcripts of phone calls and emails, tracing of movement on any given day, he and his team have to plow through. He is meticulously building a case (and making sure that if somehow he is "fired," the case will continue without him) and will not fail. He is probably calling Trump a "subject" in order to lull Trump into doing something more self-incriminating. Legally, a "subject" can become a "target" at any point. It's a legal fine point. TLDR: Trump cannot technically be a target while he remains president, because he can't be indicted. They could still be investigating his criminal activities, but they wouldn't need to (or be able) to call him a target because he can't currently become a defendant. Which does not mean impeachment proceedings are not being drawn up.
