My favorite stories about St. Louis are the ones about the olden days when it was a malaria swamp. I've heard it referred to as a City Of Cold Chills, or something to that effect. Really amazing that it became what it is today, with the German & Italian & French influences mixed in with African American culture and a big dollop of Whitebread on top.

Suffolk County, NY is a prime example of this. SUNY Stony Brook (back when I was there) wanted to become something of a research hub. The county itself was hoping to attract new businesses in the tech sector. Of course, that meant attracting lots of young adults - post-docs, new graduates, et al. - single people with not much income. The county had a zoning law that blocked all housing for more than four unrelated people in the same building. The intent was to stop homeowners from creating "daughter apartments" and renting out rooms. But it also put the kibosh on apartment buildings that these new, young professionals needed....
