With all due disrespect to Undead Shotgun Man, this is really no contest. Tricky pioneered so many things -- enemies lists, use of executive power to harass even fairly minor irritant folks, undermining foreign policy for electoral purposes, pandering to the descendants of traitors for electoral purposes, paranoia and revenge as a political philosophy, lying as a routine matter (all politicians lie sometimes). Most significantly, I'd say, he was the first post-war President to take the position that any opposing view was automatically invalid and should be ignored.

I didn't like him.

I doubt they're seriously worrying about protesters (who the fuck would bother?), so I'd guess it's either worry about infiltrators or, as somebody else suggested, they want to see if anybody is gonna come before they book a venue.
