To fill the budget gaps, the British government tried to raise interest rates but middle class home owners and rich people will be harmed so the media swung into action and that wasn't pursued. Still, those pesky budget gaps must be filled and the best way to do it is to tax the rich. The rich don't want to be taxed and so a misdirection will be pointed at immigrants.
