I'm not a lawyer, but it makes zero sense that states get to set the rules for federal elections. State and local elections, go nuts (within federal laws like the Voting Rights Act, you cheating chucklefucks in red states) but federal elections are by definition nationwide. It seems obvious to me they should be run exactly the same way in every state, and it shouldn't be controversial, because its common fucking sense.

Am I missing something here?
