Said supervisors were out of town, home sick or just sound asleep. All these people are just incompetent at everything except being evil and stupid.
Every deployed FEMA employee is required to have and answer their cell phone 24 hours a day and on weekends. Non-deployed employees are required too depending on the position. But not the boss.
