Another completely foreseeable consequence is to further drive away reputable insurance companies from Florida by incentivising new construction in flood-prone areas. There are plenty of speculators that will happily gamble that they can pocket the short-term tax savings, but get out before a flood wiped out their investment.

Which means that the follow-on consequence will be to drive out reputable developers. Won't it be fun when the only developers left in Florida are vultures and scammers?

Note to Floridians: get out while you still can.

I'm a devout pagan. And I've been seeking the help of Gaia to just drop a big fucking hurricane on the xxx-president's overpriced roach motel. It hasn't happened. I have come to the reluctant conclusion that Gaia just wants to done with the so-called sapiens species of hominids, and kill us all off. I think she'd like to start over again, probably with Bonobos. Not chimpanzees. They are too much like us: warlike.

spending money to mitigate the flooding in Miami will only work for a few years. there is no alternative, it will have to be abandoned. Unlike cities built on stone, Miami is built on limestone, so they can't build walls like the Dutch the water would just seep under the walls. They can't just raise everything up highways and buildings, because the ground would crumble under water. The people would not have water to drink anyway as sea water and pollutants are seeping into the aquifer already. They will just sit inland and watch highrises crumble into the sea. This will probably make fishing too polluted too, so no reason to stay in Florida.

"Highest and best use" means taxing things AS IF they were already developed, which is a powerful incentive to ACTUALLY DEVELOPING them. Like inflation, it's a tool that Capitalism uses to force everyone to play the capitalist game. Hooray for our go-go economy that paves wetlands and builds cheap-ass houses in flood zones and fire-prone hillsides!!
