If you really want to go that route, then the penalties for transporting guns across state lines, especially from less-strict to more-strict states, need to be absolutely draconian. Otherwise, you've only made the problem worse.
Every gun needs to be inspected yearly for safety compliance* and any that fail, due to improper maintenance, illegal modification, or any other reason, get impounded until the owner pays to bring them up to compliance, for a new inspection to insure the guns are now fully in compliance, and a hefty fine for letting them fall out of compliance in the first place.
*assumes safety rules already in place and yes, I know, facts not in evidence but let a girl dream, dammit
