well, there are some, like in Amish communities (they still need to register with the state which is what makes it official, not the guy in a beard speaking words, but they ignore that) and small compounds in Utah and Idaho that makes it's own rules and only applies there, not many of those left but a few.

I think this is one of those things that varies wildly. Our marriage license had to be signed by an officiant who then mailed it in. I thought it was weird that neither of the people actually getting married had to sign it.
