It appears to me that this cabal intended to re-establish the "Kaiserreich" by medieval means, that is to say by forming an army lead by the future Kaiser to militarily defeat those currently in power. I am also sure that they aimed to restore the state of Prussia which had been ended by the allied occupation forces. Their objective was a "Viertes Reich".
