My understanding of it is that there’s a much wider allotment for lawlessness as long as you don’t cross the big dogs, and that the espionage wing is more disciplined (kind of like actual Russian government). Just never cross Putin cuz he’s the boss of everyone. It’s not that hard, but people keep doing it as though he won’t enforce his rule. It just keeps happening... people jumping out windows and off buildings, accidental mysterious poisonings, disappearances, etc.
People just lack work ethic nowadays. Good help is hard to find, I guess. Lol
