Depends on who's asking:

If you're a Federal Government looking for spare cash to pay your bills while waiting on the Grand Obstructionist Party, looting Fed workers' retirement plans is Ok.

Of if you're a Private Industry looking to bid on some previously publicly-funded services, that's OK too.

Poors and other corporal Non-Corporations aren't invited to this looting party.
