The US revoked the visitors' visa for the Governor of Baja California (and former mayor of Mexicali) making it difficult for her to meet with her counterpart in California, or.. for that matter... conduct regular business (like working out the water and sewage disputes)... the rationale being that one of her children was born on the US side of the border, and she supposedly was a "birth tourist".
