No matter how firmly you attach the panels to the roof, if the roof itself is being blown off, the panels are going with it. A lot of people there can barely afford roofs over their heads at all, let alone top quality construction to prevent that.
Don't get me wrong, I'm not trying to throw a wet blanket on this - I think it's great. I just hope the panels are affixed properly so they don't provide airfoils to help lift the roof off the house in high winds. But I'm sure the people of Puerto Rico know more about their housing conditions and needs better than I ever could, so more power to 'em (npi).
