This was always just continued harassment of State Department staff and an effort to keep the claim of crooked Hillary alive. The State Department and the DOJ was smart enough to know that any actual indictment would backfire. For one thing, there was no basis for any charges. Retroactively classifying emails, especially when a look into the classification and finding out it was bullshit, would not play out well against qualified defense attorneys. But the biggest problem would be the discovery demands of the defense attorneys, including copies of emails, memos, phone logs, and other correspondence, in addition to depositions under oath of key people involved in the action. Materials that would show the real problem was a conspiracy to obstruct justice and abuse of office to harass political opponents.
The best thing they can do is stick with long form reporting. In-depth detailed analysis and commentary. The stuff worth paying for.
(I note that The Athletic, a subscription-only sports blog, has exactly that sort of analysis and commentary. And they've attracted some of the top sportswriters in the country. And they are doing quite well, thank you (some 600,000 subscribers, if memory serves))
