Ignoring the real implications of the bill (which others have addressed very well), I'll note that the title of the bill indicates the government is "financing" non-profits: which only makes sense if you believe not having to pay taxes is a free handout from the government, and that paying taxes is the default.

If I was running a non-profit doing important work I might drop the tax exempt status afforded to donations and show a 1$ profit every year during the coming troubles.
the problem is literally raising funds: donors expect tax receipts. For-profits can't provide those--so there goes your funding. Also grants: most of them can't go to for-profit enterprises.

Non profits tax advantage is rarely about income. Their highest liabilities are actually the same as any large company - payroll taxes.
The advantage of a 501 c 3 is in not having to pay sales, property and inventory taxes.

Yeah, I’m thinking small donors who don’t mind not taking the deduction, which doesn’t scale up well for big donors.
Foundations are also 501 c 3s. There won't be any foundation to get grants from.
