The explanation must have been long time ago as I don’t think he has made any public statements since his arrest. But it kind of adds up with the school board saying he had disclosed it and given an explanation that satisfied them.
So it sounds to me like Portland is going to be ground zero for arresting peaceful protestors on terrorism charges. Will Portland police go along with it?

Oregon has to put local and state police on notice that cooperating with federal officers when they are doing things that are outside their legal assignments will be considered illegal actions that will have career and possibly criminal consequences.
