So, a 17 year old pregnant female lives in Fruitland Idaho. 1 mile from the Oregon border. She drives herself to Ontario Oregon and goes to the Walmart located 1/4 of a mile across the border an gets Plan B drugs using a fake ID. Can she be prosecuted for driving herself?

The right to travel freely among the states was one of the "perpetual" mutual pledges in the Articles of Confederation, derived from a similar pledge in the Articles of Association adopted by the First Continental Congress, back when the Union was called the "United Colonies of America" and wasn't yet considering independence.
