Speaking as a European I would call 5000 people a town or large village. It is very small for a city. I would say cities start at 20 000 people. Though legally cities are those places that bought city rights in the middle ages. City rights include the right to build a city wall.

Put everyone in space ship suits? Why not simply buy ten million vaccine vending machines and install them in bus stations across the country then give everyone a bus ticket and when they go to use their ticket they buy a vaccine from the vending machine and everyone is cured? Problem solved!
