Only when both the State and Federal levels either stay out of the way or take an active role in assisting said reforms.

Because it's not just police departments that have to change. All of the ancillary offices, like the Prosecutor and Medical Examiner, have to change as well. This is as important as the police department - as the Floyd case shows. And, oftentimes, when a city or locality attempts to enact any kind of reform, the State can undermine said efforts by restricting the authority of the local government to enact reforms.

And, unfortunately, there is alot background interference that happens with issues like this. You can have dem mayor, dem council, and dem governor, but it means nothing if you have GOP/Conserve atty gen or state house.
