Joe Biden Shocker: Maybe He's Not Expecting To Win!

Is it possible that Joe Biden isn't really expecting to be the Democrat nominee for president? Based on the number of official announcements of his candidacy (17), we can't imagine he wasn't being sincere when he said, at announcement #12, that he was "in it and in it to win," which later proved to be plagiarized from Hillary Clinton's announcement.

But the New York Observer suggests Biden is really just positioning himself to be appointed Secretary of State, even though Biden won't admit that in public. This theory was angrily denounced by Bill Richardson's campaign, which issued a statement saying it was Bill Richardson who won't admit in public that he's really just trying to get the Secretary of State job from President Hillary.
