The trick would be to take it in sdversl steps:1) hire the Cooch as an assistant to the deputy director 2) Have the director resign, promote the Cooch as deputy director 3) have the deputy director resign.4) move Cooch in as the acting head5) re-shuffle everything

Work it for several agencies at the same time, just to make it interesting.

The even more amazing thing is you have to go back even LESS in time to find a time that Miller himself would have been lined up for the gas chambers. As I keep saying, the dude learned about the Holocaust in Hebrew school and his apparent takeaway was "COOL I WANT TO DO THAT!!!!"
