I don't see anything in there about prohibiting the purchase of lottery tickets... probably because that government-sanctioned cash grab depends on those too poor to go to Vegas but still convinced they are going to win against the odds. Now, there's nothing wrong with playing the lottery if you want to waste a few bucks trying to defeat those odds, but it seems to me the more disenfranchised a person is, the more they desperately gamble on winning.

I guess no one told them that ATM's only spit money out in $20 increments, so they couldn't even take out $25. Of course, with the $3 fee, each withdrawal would come to $23, so they're close.

Is this just using the ATM machine, or is this applicable to any use of the card? For ex, can they use the card at the pharmacy inside the grocery store, then at the gocery lines in the store, then a gas station outside, and then the kid remembers they need some cash to pay for lunch the next day at school? If a person cannot pay for the kid's medicine and buy groceries the same day, in the same store, without a penalty it's insane! Some stores here no longer take checks--ATM cards are the only way to pay besides carrying large amounts of cash. I knew someone was making money off of this...found it--the banks are getting their take. But using an ATM vs using the card at a store is different. If you are penalized because the pharmacy makes you pay separately from food, that is bs. Well, the whole thing is bs, but that is worse. This guy has a real hard on for people on welfare.

The whole time reading these comments I have felt so fortunate NOT to have been born anywhere near those "great" Mid-Western Values they've been bragging about for decades. Californians and Oregonians don't sit around bragging about what wonderful, morally superior values they have--but they always ask how thing will affect the most vulnerable, and if you ask, they will tell you they are voting as they are or supporting a candidate or measure because they are worried about "others." Repubs instead talk only about helping themselves. That's their choice, but I don't want to ever hear one of them pretend to have superior moral values. They behave the exact opposite of the man they worship so hypocritically.
