And no, it's not what you're thinking.

UPDATE: ER services, police and firefighters are on scene. And, hey, when life give you white powder, make photo ops! Reports the AP: "Several people held up a 'Firefighters for Kerry' sign in a sixth-floor window, smiled and waved to people on the street. Three firetrucks were at the scene."
