Both in LA and San Diego there are SO MANY unused strip malls, business offices, etc that could be repurposed for housing. Do it Japanese style - small, one person rooms with private bathrooms and dorm-style mini-kitchens. It's not rocket science. Then add the services needed, and medication needed, to help with addiction and mental health issues.

Exactly. You know I work with HIV positive adults. All of them have HASA, a subsection of HRA, which pays $1,600 a month rent. I've been practically screaming because small landlords like mine had shit-heel frat boys in the expensive (no longer rent stabilized) apartments living during the eviction moratorium. He can do nothing about it apart from a tax deduction.

Meanwhile, Communilife, which has multiple buildings for HIV+ adults, does NO maintenance, apart from fixing up the offices for employees. They offered a fucking paint job to a tenant whose apartment is full of mold. Yes, I'm calling them out by name; they can sue me. I have proof. All their tenants have either HASA or Section 8 paying their rent in full on the first of every month. What they're doing is a crime. If I were in charge, all their executives would have to live in their subsidized apartments for a year with only the cash their tenants get from SSI or HRA, and only SNAP benefits for food. It's a nice fantasy, but the tenants living in unlivable conditions will never see justice.

We have to do both. Stably housed people can better receive treatment. People receiving treatment can remain more stably housed.

I'd like to see a law that tells the people building all these immense luxury apartment skyscrapers that if a certain percentage of their total units go unsold for a certain length of time (say 10% and six months), those vacant units get taken over by the city as free public housing.
