Not an expert on posse com, but my guess is that as long as the threat level remains at orange or purple or whatever it is the National Guard can be called in. It was W (or his crew) who came up with the idea of a permanent War on Terror and a permanent Threat Level. Since these are NY state troops I imagine they would be gone the minute Cuomo wanted them gone. But Cuomo is an opportunistic dick.
