At least Bush, Jr. & Co. planned far enough head, in the Iraq invasion, that toppling Saddam would lead to a change in government.

Trump, Rubio, et. al. haven’t been to think far enough ahead to change the government of Venezuela. They toppled Maduro only to have his VP replace him, and everyone else in the government has not changed.
