Like language itself, humor has rules but we don’t know them. We just know that good humor makes us feel happy. Even when someone is the butt of the joke, it doesn’t make us feel mean and want to physically attack the person but more likely chuckle and say, “Yep that’s him! So funny. Great observation. Good angle.” Good humor ( google Nate Bargatze) lightens the load. Derogation under the guise of humor (largely what happens with MAGA) darkens things and makes us meaner. It ain’t funny.
Walsh, like Ben “WAP” Shapiro, is the wingnut version of a very smart person. Except any brains they may have are hopelessly marinading in toxic nonsense and panic hormones. He knows Kimmel is a comedian speaking to people who despise Trump and have no interest in voting for him, and it’s an obvious joke about voting “late,” as in, “too late to help that stupid, corrupt felon.” But Walsh is a pseudo intellectual, insufferable twit. Conservatives try to interfere with elections because they can’t win if everyone votes. Liberal comedians make fun of them. It’s very upsetting to Matt.

The second Tarzan novel had Tarzan complaining to Jane about her preference to show mercy to their enemies. He more-or-less said, "I've never shown mercy to an enemy that didn't end up attacking me again as soon as they were able, so I prefer to kill them immediately and save myself further trouble."
A little more forgivable in his case, as 1) his enemies weren't political, they were Villains who were actually trying to kill him and/or Jane; and 2) he's a pulp fiction character.

2) Why would Walsh suggest Trump arrest Kimmel if he WINS? Wouldn't that mean the joke didn't work? Or is he saying the quiet part out loud about Trump revenge-arresting everyone who ever said anything mean about him?
Doug Mackey went beyond mere trickery, which would be his legal-seeming disclaimers that people must be registered voters and that the service was unavailable in non-incorpotated U.S. territories. But he also went so far as to SPECIFICALLY claim to be working for the Clinton campaign in an official capacity. Had he asked for a contribution rather than offering a phony vote-by-text scheme, he'd have been guilty of fraud. Cut and dried, the only other evidence needed for conviction is that he had, in fact, been the person who posted the thing, and would require no esoteric understanding of election law to understand that.
THAT'S the difference between a joke, even a failed and unfunny one, and a goddamn crime.
Mackey had his day in court. The judge could have ruled it was an acceptable use under satire/comedy, but they didn't. Shut up about Mackey. And if you don't like what Kimmel said? Well let's give it the same judicial sniff test. Let's find out if a judge thinks that a professional comedian's statement made at a time and on a show where he has been routinely known to make statements that are jokes is a joke.

Your second question seems to imply that if Hillary had won, Mackey shouldn't have been arrested, which I can't agree with.
