It was FLINT that decided to use the river as a cheaper way to provide water. Before pointing fingers at the state, take a good long hard look at the Flint City Council. The problems with the City Council almost mirror those of it's Detroit counterpart - corruption, pay to play, and gross negligence of duty. Not that the state is blameless - far from it. Most of that blame can be placed squarely on the shoulders of Governor Snyder and the Michigan Dependent of Health and Human Services, and the Department of Environmental Quality. Who knew what and when they knew it is a matter for debate; however, Flint's council members reside in the city. Draw your own conclusions.

They were under state receivership. That effectively removed control from local elected officials and gave it to a State appointed dictator (manager)

If you have the means, a night or afternoon class on Autocad is worth every penny. It will show the basics of engineering drawing, which is 70% of engineering regardless of which engineering you deal with. It might be rough time-wise for a 12 year old, but it's the best thing you can do for a budding engineer.
